To be eligible for DCEC’s budget billing plan members must:
- Be a Residential Service Class – 1 (SC-1) member
- Have 12 months of usage
There are two different types of budge plans available to members:
- For the FIXED budget plan, one/eleventh of the annual estimated net billing will be billed for each of eleven months. If at the end of eleven months, the amount paid is less than the cost figured under actual use, the remainder will be paid in full in the twelfth month. If at the end of eleven months, the amount paid is more than the cost figured under actual use, the full overpayment will be credited to the twelfth month. If the bill is not paid upon the due date, the Cooperative may require that the budget plan be discontinued and that after the necessary billing adjustment, any remaining past due amount be subject to collection under the regulations concerning billing and collections. Members who are late with their payment three (3) times are subject to be removed from the FIXED budget plan. FIXED budget billing begins with the July billing.
- For the VARIABLE budget plan, the monthly amount due is the average of the previous twelve (12) months of actual usage. As a result, the monthly amount due will vary. VARIABLE budget billing is available at any point during the year.
